Problem Statement

Let NN be the number of ordered pairs of integers (x,y)(x, y) such that 4x2+9y2≤1000000000. 4x^2 + 9y^2 \le 1000000000. Let aa be the first digit of NN (from the left) and let bb be the second digit of NN. What is the value of 10a+b10a + b ?
