Problem Statement

Let kk be the smallest positive integer such that the binomial coefficient (109k)\binom{10^9}{k} is less than the binomial coefficient (109+1k1)\binom{10^9 + 1}{k - 1}. Let aa be the first (from the left) digit of kk and let bb be the second (from the left) digit of kk. What is the value of 10a+b10a + b?
