Problem Statement

For a rectangle RR with integral side lengths, denote by D(a,b)D(a, b) the number of ways of covering RR by congruent rectangles with integral side lengths formed by a family of cuts parallel to one side of RR. Determine the perimeter PP of the rectangle RR for which D(a,b)a+b\frac{D(a,b)}{a+b} is maximal.
